Whereas Francis Pells of the town of Poughkeepsie
has this day made application unto us William
Emott and Thomas Nelson overseers of the poor
for the town of Poughkeepsie in the county of Dutchess
In order to obtain a certificate immediately before
the manumission of his slave Dick Francis a man of
colour about thirty five years of age, agreeably to an
act concerning servants and slaves passed April 1801
We the said overseers having examined the before
named slave do hereby certify that he appears to
us to be under the age of thirty five years and of
sufficient ability to provide for himself. Given
under our hands the seventh day of April in the
year one thousand eight hundred + ten —
